Modern Slavery & Human Trafficking

Modern slavery is happening in the UK—often hidden in plain sight.

Modern slavery and human trafficking are serious crimes and grave violations of human rights. People of all ages, backgrounds, and nationalities can be exploited for the profit or benefit of others—through force, threats, deception, or abuse of vulnerability.

Survivors are often tricked, coerced, or forced into working or living in inhumane conditions with little or no freedom. Many don’t realise they are being exploited, or feel too scared or trapped to speak out.

You are not alone—and support is available.

What Is Modern Slavery?

Modern slavery is an umbrella term that includes:

  • Human trafficking – the recruitment, movement, or harbouring of people for exploitation
  • Forced labour – being made to work under threat or coercion, often for little or no pay
  • Domestic servitude – being forced to work in private households, often invisible and isolated
  • Sexual exploitation – being forced, coerced, or deceived into sex work or sexual activity
  • Criminal exploitation – being made to commit crimes (e.g. drug trafficking, theft, begging) under threat
  • Debt bondage – being trapped by a loan or debt that cannot be paid off
  • Child exploitation – children used in any of the above ways, often without any understanding or consent

“I was promised a good job and a better life. But when I arrived, they took my passport, locked me in, and made me work 16 hours a day.”

Who Can Be Affected?

Modern slavery affects:

  • Migrants and asylum seekers
  • People facing poverty, debt, or homelessness
  • Women and girls, especially in domestic or sexual exploitation
  • Children and young people, including in county lines or “cuckooing”
  • People with disabilities or learning difficulties
  • Victims of domestic abuse or forced marriage

Abusers often take advantage of a person’s vulnerability, isolation, or immigration status.

Signs of Modern Slavery

Someone may be a victim of modern slavery if they:

  • Show signs of physical abuse or neglect
  • Appear fearful, withdrawn, or controlled by others
  • Have few personal possessions or clothes
  • Are not allowed to speak for themselves
  • Work excessively long hours for little or no pay
  • Live in overcrowded, unsafe, or isolated conditions
  • Lack access to healthcare, phones, or identification
  • Believe they owe a debt they must repay through work

Victims may not realise what’s happening—or may be too afraid to ask for help.

Legal Protections

Modern slavery and human trafficking are criminal offences under:

  • Modern Slavery Act 2015 (UK)
  • Human Trafficking & Exploitation Acts (Scotland and Northern Ireland)
  • UN Palermo Protocol (international agreement to combat trafficking)

Victims have rights to protection, support, and compensation. In the UK, survivors may be referred into the National Referral Mechanism (NRM), which offers access to safe housing, legal support, and immigration advice.
